They should also show committment and willingness to work with other partners on projects together regardless of project sizes. Their collaboration experiences demonstrate working trust relationships under common goals.

In this scenario, the client enters a social contract and have a leverage of rating network partners as well as being rated.

The network partners are rated according to project completion, budget size, value proposition and public value generation. The clients are rated according to partcipation, committment and level of interest.
